  • 1 tablespoon cornstarch
  • 3 cloves garlic, minced
  • 1 teaspoon kosher salt, divided

  • 2 medium scallions, thinly sliced, for serving

Directions

Step 6 –Break up the meat with a wooden spoon, pressing it into the pan to help it brown.

Step 7 –Cook the meat until well-browned and crisp all around and it reaches an internal temperature of at least 145 degrees F, about 3-4 minutes.

Step 8 –Transfer the meat to a paper-towel-lined plate.

Step 9 –Drizzle the remaining oil around the same hot pan.

Step 10 –Add the orange zest, the onion, and the pepper to the oil and cook, stirring occasionally, until the veggies are slightly tender, about 3 minutes.

Step 11 –Whisk the sauce, pour it into the pan, and stir to coat the vegetables.

Step 12 –Bring the mixture to a boil and cook until thickened, about 1 minute.

Step 13 –Return the beef to the pan and stir to combine.

Step 14 –Serve the stir-fry over the rice and top with the scallions.
